Lots of hand waving, making noise, and none of it helps bring projects in on time with the functions promised to the customer. There are some new, documentation intensive methods for mitigating delays and limiting credibility gaps with the customer, but it requires intense corporate discipline to pull off, and executives have business degrees, not engineering degrees, so it gets derailed. Anyway, pretty much everywhere I worked long term, upper management would see/find an income opportunity. Staff up to exploit that opportunity. Project misses schedule goals, functionality is delayed/skipped/deleted, more missed goals, then finally the effort is cancelled. Engineers get layed off. And here's the kicker. The Company KEEPS the morons that didn't know how to schedule, manage, or motivate. My college hire job did this cycle *twice* while I was there. The company actually had a product, shipped 5 copies, then someone realized they were never going to make a profit on it. Upper management cancelled it, and fired a third of the engineers. Good going guys.
