Ok, what you're saying is that Gore would have taken the briefing seriously and would have taken effective unilateral action. That's an untestable hypothesis, but I'll stipulate it for brevity.
There is no way to really know. But assuredly, in the aftermath of the attack on 9/11, the Democrats would not have invaded Iraq on false pretenses. The conservative Project for a New American Century in the late 1990s identified Iraq as the best entry point into the Middle East so after 9/11 they had the perfect excuse. Iraq had absolutely nothing to do with 9/11. And Iraq had no WMDs, either. A complete fucking lie to invade. Wasted $trillions and thousands of lives. People should have gone to prison for the fraud that the Iraq invasion was.
Sure, but I never did get a clear explanation for why. "...the best entry point into the Middle East..." to what end? Something as simple as "kick everybody's ass and take all their gas", or a direct (but slightly more 'sophisticated') attempt at establishing an American suzerainty in the... entire region? Several individual vassal states, each with a viceroy, circa 18th Century? And there would be no counter-point at all from Russia or China?
I haven't read that stuff. If it was what they were advocating, then "that was some shit".
I did not read the Project for a New American Century’s treatise, but have heard that obviously oil was a big factor. And the concept of extending American hegemony into that region
It might have been prevented if the president took the daily briefing seriously. Osama Bin Laden determined to strike in US.

There you have it…Big Oil! That’s all that mattered or matters to these homegrown oligarchs.
