And as I understand it, which may mean nothing, if the ICC finds, e.g., Hegseth guilty of international war crimes, he'll never be able to leave the U.S. to any country that acknowledges the ICC.

Think of it like a “civil lawsuit” or “wrongful death” lawsuit.
The legal findings from it would create the legal pathway for:

*Asset freezes
*Universal - jurisdiction prosecutions
