There aren't enough U.S. troops, even with the National Guard, to effectively impose martial law in this mammoth-sized country (the military is running a recruitment deficit as well). Rural county sheriffs departments would probably use the order to go rogue, erect road blocks, and rough up whomever they choose. MAGA clodhoppers would jump in as volunteers but they're stupid assholes and it would be all-out civil war.
