Why wouldn't those same two candidates (Andy Barr & Charles Booker) just enter the special election and have the benefit of year-long campaigns already behind them? All a special election would do is give one of them the benefit of incumbency. But if Barr won the special election, as is likely, he'd be in office early, an advantage for the Kentucky GOP.
I think because they're afraid a Democrat would win the election and create a "leadership vacuum" in the Senate. They have such a narrow margin now, they'll hold onto it until they are absolutely forced to give it up, and keeping McConnell "alive" and competent enough to hold a 20 minute phone conversation holds onto that seat.
